Cologne low-emission zone: green stickers and boundaries

Cologne's low-emission zone has required a green environmental sticker 24 hours a day, seven days a week since 1 July 2014. The zone was expanded on 1 October 2019 and does not cover the whole city.

On the left bank of the Rhine, it covers the inner city up to the Militärring and includes areas such as Müngersdorf, Junkersdorf, Lövenich, Weiden and parts of Niehl. The Ossendorf industrial area and Niehler Hafen are excluded; Industriestraße is also treated as a transit route outside the zone. On the right bank, the zone includes Deutz, Mülheim, Buchheim, Buchforst, Humboldt/Gremberg, Vingst, Poll and parts of several outer districts including Stammheim, Dünnwald, Höhenhaus, Holweide, Dellbrück, Höhenberg, Merheim, Brück, Ostheim, Neubrück and Rath/Heumar.

The A1, A3 and A4, including Cologne's motorway ring, are outside the low-emission zone. The boundary roads generally form the outer edge, but drivers should check the official zone map and street search before leaving a motorway.

The green sticker applies to cars, motorhomes, buses, vans and lorries. Petrol vehicles generally need a regulated catalytic converter meeting at least Euro 1, while diesel vehicles generally need Euro 4 or better, or Euro 3 with a particulate filter. Motorcycles, mopeds, certain working and agricultural vehicles, emergency vehicles, qualifying historic vehicles and some vehicles for severely disabled people are exempt. Electric and hydrogen vehicles are permitted, but the sticker requirements for the vehicle should still be checked before entering.

Foreign-registered vehicles are subject to the same requirement. There is no separate advance registration simply because a vehicle is registered abroad, but a German green environmental sticker must be obtained and displayed; foreign emissions stickers such as Crit'Air are not valid in Germany. Cologne does not offer a general day pass. Limited exemptions and exception permits may apply in specific cases, with applications handled through the City of Cologne's official service.

Police and traffic enforcement officers check compliance. Driving in the zone without the required green sticker or a valid exemption is an offence carrying a €100 fine.

Parking rules, permits and penalties in Cologne

Always follow the sign at the exact bay. Resident-only areas, loading zones, bus lanes, disabled bays and time-limited spaces have separate restrictions. If a parking meter is out of order, use a parking disc showing the arrival time where the sign permits it and observe the displayed maximum stay; a faulty machine does not make the space unrestricted.

For ordinary parking without a valid ticket or beyond the permitted time, the current warning charge is €20 for up to 30 minutes and rises to €25 for up to one hour, €30 for up to two hours, €35 for up to three hours and €40 for more than three hours.
